El Paso Times - Fort Bliss is investigating whether a soldier is violating military regulations by running for the Texas State Board of Education.
If Fierro has been on active duty for more than 270 days, he can't run for partisan office unless he received personal permission from the secretary of the Army, said Richard Rosen, a professor at Texas Tech University Law School who also directs the university's Center for Military Law & Policy.
