Does guv wield too much power?

Boards of regents supervise spending nearly $20 billion (with a ‘b’) at state universities. The University of Texas system has the biggest budget, nearly two billion. Texas A&M is next, spending about $1.3 billion, and Texas Tech is approaching a billion.

Thus, those who wrote our venerable document had good reason for giving power in such areas as taxation and appropriations to legislators rather than governors.
