Eleven proposed amendments to the Texas Constitution await voters' decision on Nov. 3.

One of them, Proposition 4, has significant consequences for higher education in the Panhandle. It deserves to be approved by voters.

Prop 4 sets up a permanent fund to give at least seven Texas universities a chance to develop research capabilities.
