Delay tactics mean special session is likely: Gov. Perry withholds action on legislation

AUSTIN - The political standoff in the Texas House of Representatives continued Sunday as Democrats used a delay tactic to postpone a controversial voter-identification bill. Republicans argued the parliamentarian practice, known as "chubbing," could potentially kill key legislation.

Many lawmakers worry that the likelihood of a special session increases each hour Gov. Rick Perry withholds action on bills he considers emergency legislation.
