Dan Branch: Tier One universities are key to Texas' future

The Texas Higher Education Coordinating Board has identified seven emerging research
institutions with potential to become nationally competitive research universities:
UT-Arlington, UT-Dallas, UT-El Paso and UT-San Antonio, University of Houston, University
of North Texas and Texas Tech.
