South Plains Association of Governments recently announced an almost $500,000 grant program to help homeowners add storm shelters to their residences.
Dr. Ernst W. Kiesling, who serves as the association's executive director as well as one of the lead researchers at Texas Tech University Wind Science and Engineering Research Center, said the organization's standards are very high.
"We now have a consensus standard that has been adopted as an international standard," Kiesling said. "The shelter must have the structural integrity to withstand the wind forces as well as the debris impact associated with a tornado."
