Anti-tornado rooms; Don't be mad; Oil future in the U.S.

Austin Statesman-Apparently, eight years ago Texas Tech University developed an 'anti-tornado' room to be built into a structure, built from solid concrete block with a steel roof.

I have been horrified by news of fire and tornado destruction and  wondered why there have been no mandatory building codes to either build safety rooms in new structures or retrofit older structures?
