Larry Tanner, professor in the Wind Science and Engineering Research Center at Texas Tech University, assessed the first tornado using the new EF, or Enhanced Fujita, scale in Florida in February 2007.

Except for homes and buildings along the coast, most buildings in the U.S. are designed to withstand a three-second wind gust of 90 mph to 100 mph. The new scale takes into account that some buildings, particularly older ones built to different codes, are weaker and come apart at lower wind speeds, Tanner said.
