WASHINGTON — As the nation prepares for the inauguration of a Democratic president, newly minted GOP star U.S. Sen. Ted Cruz is stirring up Republican hopes for the White House.

The Supreme Court has “never interpreted what those words mean,” said Mark McKenzie, a Texas Tech University political science professor and lawyer who teaches constitutional law. “You could tell me just as easily what those words mean as I could tell you.”
