Last week, the Texas Tech University College of Architecture professor stood beneath a black umbrella at the corner of 13th and Madison in Brownsville as a $200,000 three-dimensional laser scanning system bounced beams against the Cueto building, where the UTB-TSC Center for Civic Engagement is located. At 1-inch increments, the laser relayed spatial coordinates to a nearby computer.
