The luncheon presenter, Gabriel E. Eckstein, the Texas Tech School of Law, will address Water Ethics: What Is Your Role as a Lawyer? followed by a panel discussion titled Water Supply for Land Development: Dealing with Water Utilities and Environmental Flows that Affect Water Rights moderated by Mark McPherson, the McPherson Lawfirm, and with Ingrid Karin Hansen of the Texas Water Development Board among the panelists.
